Changed Start Time of Education Workshop for Parents and Youth in July

As a result of many people pointing out the time, the start time of the currently ongoing program "Educational Workshop for Parents and Youth" has been changed from 4:30 pm to 5:30 pm, and the end time has also been changed to 7:30 pm.
